As the panel members noted: "Some years this category involves long debate. That was the case this year.
"The winner this year has not been chosen for taking the easy or course, or even one popular with all and the judging panel recognise that the award may be contentious.
"They have perceived a barrier to both their own and the market's cost containment and tackled it head on, where perhaps others have failed to act.
"Medical inflation represents a threat to the sustainability of the PMI industry and this award recognises that the winner has demonstrated leadership in this area.
"Not afraid to take the tough decisions, actions, led by this winner will almost certainly change the business environment for all."
