The Consumer Panel Working Group has warned against EU rules potentially diluting the FOS' work in publishing complaints data.
It has however welcomed many of the changes proposed in the EU's Consumer Package, currently being considered by EU Parliament, that require all insurance sales to be undertaken "honestly, fairly and professionally in the best interests of customers".
But the panel remains concerned about the Financial Ombudsman Service's ability to make binding decisions.
Mike Dailly, chair of the Consumer Panel Working Group, said: "There is much to be pleased about in the current consumer package. The establishment of the principles of insurance sales go further than the protections in the Financial Services Bill.
"However, changes in the Consumer Package must not undermine the authority of the FOS to make binding decisions and to publish information such as complaints data."
He added as the RDR deadline approached there must be no dilution on the commission ban as it was "key" to ensure the customer was the provider's priority.
Dailly raised the concerns in a speech to a BBA EU Regulation Update Seminar.
The panel is also concerned about the potential for a revised MiFID Directive to undermine the Retail Distribution Review's ban on commission in the UK.
