NHS success will depend on the uptake of innovative ideas, the confederation has warned.
David Stout, deputy chief executive at the NHS Confederation, said the reality of providing new drugs or treatments came down to affordability as the NHS faced an "unprecedented financial challenge".
He added it was vital the healthcare service kept up with technological advances.
Stout said: "Sharing information on these advances is extremely useful for creating new treatments and medicines. It allows organisations to measure their progress and look at new ways of providing care and treatment.
"It can also increase transparency about which services and treatments are available by different providers.
"But it is important that any new measures do not lead to unnecessary bureaucracy or a duplication of information with no real benefits for hospitals, GPs or patients."
